What if: a person speaking at a city council meeting tells his followers in the meeting room to stand or raise their hands if they agree with what he's saying, but the city council has a rule against that, or say with applause, raising signs, etc.

I and another person spoke out, protested, the police and city government enforcing Covid restrictions against businesses and in public parks such as restricting children from using the equipment. Both of us were targeted by code enforcement for violations within two months of speaking at a council meeting. Others in both of our neighborhoods were ignored for the same violations. In our opinion as well as in fact, we believe this is retaliation against our First Amendment rights. What would you suggest as a remedy?
